Article 0: PreambleThis Constitution provides a system of governance for MOO Canada, Eh.MOO governance should be democratic -- everyone should be ableto participate -- and lightweight.Article 1: Democracy(a) Every person who has a character on this MOO which is older than threemonths is an eligible voter, unless disqualified for voting fraud.(b) No person shall be discriminated against by this constitution or bystatutes due to any views expressed by that person.(c) The person who is responsible for the MOO's connectivity is empowered totake such actions as are required to protect it.Article 2: Council(a) Council is composed of elected Councillors and appointed Maintainers, who both may vote on questions before Council. The number of Councillors shall be at least one greater than that of Maintainers, but may be otherwisechanged by Council. No decrease in the number of Councillors shall affect a sitting Councillor until the Councillor's term is complete.(b) Councillors' terms are set by statute, but shall not exceed one year.No change in the length of a term shall affect a sitting Councillor untilthe Councillor's term is complete.(c) Council shall keep public records of its decision-making, except inthe case of sensitive personal information.(d) Councillors are elected from amongst the eligible voters who are noteither sitting Councillors or Maintainers. A sitting Councillor may be removed by a passed initiative.(e) By simple majority of those voting in Council or by a passedinitiative, a session of Council may be terminated. In this case, allCouncillor seats are declared vacant and no action may be taken byCouncil until new Councillors are elected.Article 3: Statutes(a) A statute is created by the agreement of at least two-thirdsof those voting in Council, or by simple majority in a referendum.(b) A statute may state that it has constitutional effect: that is, itmay be amended only by a simple majority of those voting in areferendum, and it overrides ordinary statutes where incompatibile.Such designation is effective only if the statute is approved byreferendum.(c) No ordinary statute may be in conflict with this constitution.(d) Questions about the interpretation of statutes, excluding thoseportions having constitutional effect, are settled either by the agreement of at least two-thirds of those voting in Council or by simple majority in a referendum. A referendum's interpretationoverrules that of Council.Article 4: Initiatives(a) An initiative with the support of ten eligible voters shall bebrought to referendum, and upon approval by two-thirds of those voting, becomes a statute.Article 5: Constitution(a) This constitution may be amended by a simple majority of those votingin a referendum. Amendments may be brought to referendum either by Councilor by initiative.(b) Questions about the interpretation of this constitution are settled by a simple majority of those voting in a referendum. Such questions may may be brought to referendum either by Council or by initiative.Article 6: Transitional Provisions(a) The persons whose characters include whiz, manta, JS and Mandosare ineligible to be Councillors for a period to be set by Council,but not longer than 2 years from the adoption of this constitution.This section is repealed when the ineligibility period expires.(b) The initial number of Councillors is seven. Elections are to be held within thirty days of the adoption of this constitution.(c) The persons whose characters include Dax, MadHatter, Lao-Tzu andCecil are the initial set of Maintainers.September 21, 2002.
