Server monitor (#8385)

This feature object provides guardians and wizards with information about the MOO's condition at the UNIX level.
Commands:
@top Info about the MOO's memory usage.
@ps Info about the MOO's memory usage.
@oldlog [n] Last n lines from the log of the previous MOO session.
@newlog [n] Last n lines from the current server log.
@grepoldlog [x] Greps the old log for lines containing x.
@grepnewlog [x] Greps the new log for lines containing x.
