Additive upgrade: web functionality (containers: lock, unlock)
Additive upgrade: builders permit can be accepted on web
Additive upgrade: ranks on @where
Additive upgrade: ?pronouns (works better)
Additive upgrade: Repo_Man personality (life beyond the grave)
Additive upgrade: java client (works better)
Additive upgrade: WebBoxen (new functionality)
Additive upgrade: idle booting (now 1 hour)

NON-ADDITIVE UPGRADES:

Upgrade: Astro_Smurf demotion (has no effect on current MOO)
Upgrade: character inactivity / demotion
Upgrade: mentor (might be construed as non-additive for $players)
Upgrade: programmer test (makes functionality more difficult to access)
Upgrade: about the moo (changes our view to the world)
Upgrade: telnet FO removal (security)
