Constitution Lite

This is an abridged version of the constitution. Consider this a
roadmap; details are in the full version.
This Constitution provides a system of governance for MOO Canada, Eh.
The key idea is that everyone should be able to participate in MOO
governance.
Any primary character more than 3 months old can vote.
Council makes social decisions about the future of the MOO. It
represents the MOO population. Voting members of Council are
Councillors and Maintainers. Council members are eligible voters,
chosen by election for fixed terms. Records of Council decisions are
generally public. Council can pass a motion calling for the election
of a new Council.
Council formally states its decisions by passing statutes. Statutes
don't get to override the constitution, unless they are labelled as
such and approved by referendum.
Statutes can also be created by referendum. Any ten voters can force
a referendum on an initiative; if the referendum succeeds, the
initiative becomes a statute.
