Esteem notes (#2475)

Esteem notes is in whiz.

- frequent dissing prevention: you can't dis (or praise, etc) as easily if the person has been dissed too much in e.g. the last hour. furthermore, preferably you shouldn't be dominating the last 5 dissers of a person.

- don't be too negative. if all you do is diss, you lose:

JS asks, "How about we have a modifier, then: the probability of a boo/diss being successful is multiplied by the + / |-| ratio?"
JS says, "That way, the more negative among us (*cough* Mandos *cough*) will do less harm as their crotchety ways become known."

perhaps infrequent praisers should have a bonus on praise, too.
