Alarm box (#225)

This object displays the health of the MOO, as well as a few instructions for a supervising object on another MOO that should be periodically checking us.
'Msg:' is the current status of this MOO. 'Min:' and 'Max:' determine how frequently the MOO should be checked by the alarm supervisor. 'Pester:' is how many minutes to wait after an error before checking again.
