Elections HOWTO is in whiz.

How Council Elections Work:

0. A Council Election is called; the announcement indicates all the
deadlines you need to respect.

1. Nominations are open for 5 days. Get 3 people to support your
nomination.

2. Voting occurs over 7 days. Voting is done by approval (that is, a
voter chooses all of the candidates he approves for Councillor). The
candidates with the most votes win.
