Section 1: Mandate
* The Council is charged with maintaining and enhancing the viability of
MOO Canada, particularly as a social interaction space.
* The Council delegates to the Maintainers the technical aspects of MOO
maintenance. The Council grants Maintainers broad technical freedom to
make additions to the MOO.
Section 2: Communication channels
* There shall be a public newsgroup dedicated to Council matters.
The deliberations of Council shall occur in public.
Section 3: Process
* Any Councillor may propose a statute for adoption by Council. Once
proposed, voting begins immediately, concurrent with debate on the
proposed statute. Voting is public and open for 5 uptime days;
councillors may vote 'yes', 'no' or 'abstain'. The Councillor
proposing a statute may, at any time, withdraw his proposal.
* A statute passes if two-thirds of Council votes 'yes'. If
two-thirds of Council votes 'no', the statute fails and a similar
statute cannot be reintroduced for 3 months. Otherwise, Council is
encouraged to send the proposal to referendum.
